Steve was born in Indianapolis, Indiana on July l0, 1948. He was admitted to the Indiana Bar in 1973, and admitted to practice before U.S. District Court, Southern District of Indiana. He received his B.A. in Political Science from DePauw University in 1970 and graduated from Indiana University School of Law in 1973. He is Past President of the Hamilton County Bar Association and a member of the Indiana State Bar Association, Indiana Trial Lawyers Association, Association of Trial Lawyers of America and the National Association of Criminal Defense Lawyers.

In the community Steve served as a member of the Hamilton County Board of Commissioners and Plan Commission for twenty four years through 2012. He serves on the Board of Governors of the Legacy Fund, Riverview Hospital, is twice past president of Cicero Kiwanis, and former member of the Conner Prairie and Central Indiana Community Foundation Boards
